And this was a referral from the city council to clarify the current policy because as we read it, we realized it wasn't really clear. And different people had different interpretations. That was part of what the committee wanted in order to have, um, both an experienced council member service mayor. But also not someone who had been recalled by the public. So that, uh, prison is chosen as mayor as someone who has recent electoral success.

So in that situation, in that rare instance, where all other city council members already served as mayor. And you were recalled. And I got reelected afterwards, which kind of tells you that the recall was not, you know, people

[00:08:39] Unknown Speaker: So in that rare circumstance, your sort of recall veil would be lifted 4 years later in 2027. That's how that the current rule would operate. So I

Um, but somebody could pull it, um, if they wanted to discuss that. Because there are lots of different options for how you could do seating and we just took a stab at the one that was closest to what we currently do. But other cities I'm familiar with, certainly do other things. And actually, our city clerk gathered information, and I read all that, and I thought, wow, it's completely inconsistent between all

So, um, if I understand your desire is to amend the prior draft policy from September, to strike references to restrictions on appointed members, however, preserve the rule for recalled. We'll see that the highest ranking number shall be the number who has served on city council for the greatest number of consecutive days in the preceding 10 years and who was elected by the voters during the current term office. That rule would prohibit an afflictive member from serving as mayor. So as part of your direction, I would strike the 2nd clause and who was elected by the voters during the most preferred tour reliance. In one other location. I believe it's in. I believe it's in the vice mayor rotation, where there's an additional. Actually, you know what? Nope, that was actually the only strike that's required. I had taken care of it prior. So, um, I had made it that way, so it's easy to, um, But, uh, artist.
[00:13:42] Chair Lisa Matichak: I think it would be good just for the, uh, maybe to just confirm once you go through it, one more time and just make sure that you all are okay with removing any other references that you might find or realize after this meeting. Right.

Um, but in essence, then the rest of the policy would function as you see right now. and we are, um, per your direction, preserving the, the, the, the, As an alternative, if you're worried about someone who gets elected after being recalled. A 4 year rotation can be produced. 2 years, then someone who is recalled and then elected would effectively be able to service mayor pretty quickly after being elected. So

So it would be helpful to clarify that this only pertains to recalled members who were subsequently appointed by a city council. And just be very explicit about that. Because because I agree, right? If somebody is recalled and then later elected by the voters, that feels like forgiveness.
