[00:01:30] Mayor Lucas Ramirez: Thank you. There are no items on the consent calendars this evening, so we'll move on to oral communications. Since there is only one item on the agenda for this meeting. This portion of the meeting will be used for persons wishing to address the council on any matter, not on the agenda, as well as public comment on item 6.one. Speakers are allowed to speak on any topic for up to 3 minutes to read this session. State law prohibits the council from acting on nonagenda items. But any member of the public on the line like to provide comment on this item. If so, please click the raised hand button in Zoom or press star 9 on your phone. A timer will be displayed on the screen. Uh, so we'll go ahead and allocate 3 minutes. The 1st speaker is Alex Brown.
[00:02:41] Unknown Speaker: Um, I do not appear to have the authority to allow. Someone got it.
[00:02:48] Alex Brown: Hey, uh, hey, everybody. I just wanted to say, as someone who doesn't want to get COVID, and who has a lot of friends who are at risk, and can't otherwise view or attend city council meetings, I really appreciate you continuing to allow for people to participate with the city via remote meetings. Thanks
[00:03:11] Mayor Lucas Ramirez: Thank you. Any other members of the public wish to speak? If not, then we'll return, uh, to the council, uh, is item 6.one A B 361 resolution to continue remote public meetings during the state of emergency, uh, does any member of the council have questions? Council member Lieber.
[00:03:42] Councilmember Sally Lieber: Well, thank you, mayor. Over the past year and a half or so, it seems like about 20 years now. Um, we've been, um, pursuing the practice of, uh, following the, the county's timing in terms of public health and in our in-person meetings, and I know that at this time, uh, the county board of supervisors is, is not contemplating going back to, uh, in-person meetings until October at least. And, um, given the large number of cases that we've had within staff and, uh, among council members and, uh, among community leaders and, and, um, activists and, and folks that normally come to our meetings. I'd like to suggest, if I may, and I'm not sure how it fits into, uh, the motion at hand, that that we, uh, continue to follow the counties lead, in terms of uh, public health on this matter.
[00:04:50] Mayor Lucas Ramirez: Thank you. So, uh, maybe a quick question for staff, in addition to uh, reading uh, the title of the resolution. Uh, should any motion include direction about whether, uh, we should continue to meet entirely remotely or pursue a hybrid meeting structure?
[00:05:14] City Manager Kimbra McCarthy: Uh, good afternoon, council members and uh, Mayor Ramirez. Um, I, I think that, yes, if you wanted to provide some direction with regard to the pathboard for council as a, as a body or end your boards and commissions along with adoption of the resolution, you should include that in the motion.
[00:05:34] Mayor Lucas Ramirez: Great. Thank you. Um, any other questions? From the council? If not, since public comment was already taken, a motion to approve the recommendation should also include reading the title of the resolution attached. Council member believer.
[00:05:54] Councilmember Sally Lieber: Thank you, mayor. Uh, I'd like to move that we adopt a resolution of the city council, the city of Mountain View, uh, authorizing and continuing virtual meetings of the city council, committees, boards, and commissions pursuant to AB 361, and making required findings, uh, to be read and title only further reading waived, and that we continue our practice of, um, following the county's lead in terms of bullock health. Thank you. Count the member show, Walter.
[00:06:31] Councilmember Pat Showalter: Second.
[00:06:34] Mayor Lucas Ramirez: You very much. Are there any other questions or comments?
[00:06:50] Councilmember Ellen Kamei: You muted, mayor. I think you're calling on me. I don't hear you. Um, I just wanted to ask for clarification. I support the motion. Um, so, is it the county, um, Are we just following suit as, um, with the county board of supervisors when they decide to go back to in person that, that, that'll be the time that we go back? So, okay, great. That's fine. Thank you.
[00:07:24] Mayor Lucas Ramirez: Sorry about that. Um, any other questions or comments? If not, then I'll ask the city clerks to start the roll call vote.
[00:07:36] City Clerk: Council member Lieber?
[00:07:37] Councilmember Sally Lieber: Hi.
[00:07:38] City Clerk: Council member show Walter?
[00:07:40] Councilmember Pat Showalter: Yes.
[00:07:41] City Clerk: Council member Ebbe Koga?
[00:07:43] Councilmember Margaret Abe-Koga: I,
[00:07:43] City Clerk: Council member, Komei.
[00:07:46] Councilmember Ellen Kamei: Yes.
[00:07:48] City Clerk: Can't remember Matachek?
[00:07:50] Councilmember Lisa Matichak: Yes.
[00:07:52] City Clerk: Play for your Hicks?
[00:07:53] Vice Mayor Alison Hicks: Yes.
[00:07:55] City Clerk: Mayor Amirez?
[00:07:57] Mayor Lucas Ramirez: Yeah.
[00:07:58] City Clerk: The motion carries unanimously.
[00:08:01] Mayor Lucas Ramirez: Great. Thank you very much. Um, Yes, now we'll proceed to item 7, council staff committee reports. Are there any? Not seen any? Uh, so, uh, we will then uh, adjourn the meeting. Uh, the next meeting of the city council, uh, will begin on this stream at 515 PM, and that'll be the closed session.
