[00:02:07] Unknown Speaker: we, I, I submitted the, I submitted the questions to you. Did you want to discuss the question, the interview questions tonight? Uh,
[00:02:18] Member Lucas Ramirez: yes, if that's okay. Um, before we take public comment, um, committee my critics, any questions?
[00:02:26] Member Alison Hicks: I actually do not have the interview questions. So maybe you can review them for me. Um,
[00:02:33] Member Lucas Ramirez: can somebody forward those along? Um, and then while we do that, um, I'll go ahead and take public comment, any member of public will speak regarding the procedure or questions, raise your hand in the Zoom. If not, we'll go ahead and close public comment. Um, See clerk, have you been able to report the questions, committee, temporates?
[00:03:04] Unknown Speaker: I'm gonna have to have the deputy sitting there, do that. Okay, I was not copied on those. No,
[00:03:09] Unknown Speaker: they were sent to you the same time that genda was sent to you. Okay. No worries.
[00:03:14] Member Lucas Ramirez: Okay, I did. read. I'll just read. Maybe
[00:03:18] Member Alison Hicks: you can tell me your opinions, uh, mayor? Sure.
[00:03:22] Member Lucas Ramirez: There are 4 questions. Now, the 1st is what do you want to serve on the performing arts committee. The 2nd is describe your vision of the cultural scene and artistic desires of Mountain View and surrounding communities. The 3rd is, what do you think should be the priorities for the committee in the coming few years? In question 4 is what do you think would likely be areas of particular focus for you on the committee? And I'm okay with reducing the number of questions. Hmm. Okay.
[00:03:57] Member Alison Hicks: I mean, I actually think those are those are good questions. Um, did you have particular ones that you, um, or we could ask them also, um, you know, we could ask them in pairs, uh, why do you want it? Like, why do you want to come on what would be your focus might be paired well together? It
[00:04:20] Member Lucas Ramirez: seems reasonable. So that'd be combining Question one. And question four. Yes. Then, um, the 2nd question could be, uh, I like, so this is probably substantially addressed, but question three, do you think should be the priorities for the committee strikes me as a good follow-up. You
[00:04:48] Member Alison Hicks: know, uh, what should be priorities for the committee. I kind of like to describe the vision, actually. Um,
[00:04:56] Member Lucas Ramirez: well, that's fine too. So let's combine one in 4 and then we'll ask question 2 as the follow up. Okay. Um, Since
[00:05:05] Member Alison Hicks: you have the, Complete version of question. Are you going to ask all the questions or would you like each of us to ask one? I
[00:05:13] Member Lucas Ramirez: have no preference. I'm happy to go through them just to, um, Keep the meeting. Sure,
[00:05:21] Member Alison Hicks: sure. You can ask them all. That fine. That's what we've done. Oh,
[00:05:26] Unknown Speaker: I was just gonna let, uh, can any better remember Hicks know that the questions were resent to her. So if she wants to pull up, she can't. Thank you. Very
[00:05:36] Member Lucas Ramirez: good. Any additional questions or comments? I will proceed to the candidate interviews. Um, so both are in attendance. Um, Committee will conduct interviews with candidates for the performing arts committee. I think we'll just, um, ask each intern, let's see, what's the, um, the agenda, how do they? Okay, it looks like, um, just because this is, um, as fair, uh, procedures any, uh, on the agenda, Ruth Norris is listed 1st and yo-yo is listed 2nd. So we'll start with Ruth. Um, Ruth, are you uh, able to unmute yourself? Hey? Fantastic. Thank you for joining us. For applying. I'm gonna go ahead and ask the 1st question. Uh, why do you want to, and um, each of you will have 3 minutes to respond to each of these questions. So, city birds wouldn't mind. The timing? The 1st question is a mix of 2 questions. Why do you want to serve on the performing arts committee? And what do you think would likely be areas of particular focus for you on the community? Is that for me to start? Yes, if that's okay. Okay. Um,
[00:07:15] Ruth Norris: well, actually, I just heard about the vacancy on the committee from the chairperson, Carol Donahue, old. I had met her at a Chamber of Commerce, meet and greet. So, She
[00:07:32] Unknown Speaker: talked about the committee and that there was a vacancy and so
[00:07:36] Ruth Norris: I thought it would be interesting for me. I'm very interested in the arts. I probably attend, one or 2 live art events, or movies or some kind of art event, probably, or maybe twice a month. Um, one of the places I go to frequently is a friend of mine is on the board board of the bank head theater, Livermore. So I tend to uh, attend a lot of uh, events there and see how that theater functions because my friend is very involved. Um, I know it's a little different because it's not run by the city as mountain views is run by the city. Um, but it's, you know, they have similar, uh, community that, um, You know, they try to be very inclusive and that's another, probably area that I think would be, for mountain views to have, like, really inclusive sort of, Multiple diverse sort of events that various segments of those community would be interested and attend. Um, I've been to lectures at the performing arts center, and I think I, my son was in a, a band back in the 90s. that performed there. So, you know, I been to various events, but I haven't attended a lot. Like recently. Probably since the pandemic and then, you know, before that. Um, It's about, What I can say, I feel like, um, I'm not necessarily new to Mountain View, but I'm new to participating in city things, so I'm an ambassador for the Chamber of Commerce, and then I'm a, uh, member of my neighborhood association, so I'm involved and, um, you know, sort of publicizing various events. for those 2 groups. And I would enjoy
[00:09:56] Member Lucas Ramirez: doing that for the uh, performing arts centers as well. Okay. Fantastic. Thank you very much. Well, now turn to uh, yeah, yeah, for the 1st question. Thank you very much for, uh, fine, to serve on the performing arts committee and welcome. The 1st question is, why do you want to serve on the performing arts committee? And what do you think would likely be areas of particular focus for you on the committee? Um,
[00:10:31] Public Speaker: hi, uh, so, I attended the Chinese, um, Leadership Academy and uh, Heather was there and she, she, she said there's a, uh, one seat, seat available of the uh, performing arts committee. And I've been a piano teacher for um, 20 years in the, I always think about what else can I do? And I heard about that, and I, um, did some research online, I feel like that's, that's something I always wanted to do. Um, I want, I have a, um, group chat of, which the name is, um, Mountain View, um, mom group chat. We have 600 people in the group, and they are always talk about, um, where to go for, um, uh, activities, music activities, um, art show, and they, they, they have no idea where to go. So I want to bring them more information and I want to collect what they thought and I can, um, you know. Um, talk to the people and um, make decisions for my group. Yeah. And um, I, I, I would like to particularly work in the music area because that's my, uh, strength. I've been, um, I've been working on it for all my life and, um, yeah. And I, I, I, I used to uh, perform at the com, uh, performing arts center and I really like it and I want to show more people. Hmm, for. I want the community to be more involved, and they can see more activities. Yes. That's all. Thank you very much. Uh,
[00:12:40] Member Lucas Ramirez: so now we'll ask the 2nd question and this time, uh, we'll start with you. Yow yow, since Ruth answered the 1st question first. Um, 2nd question is, uh, Describe your vision of the cultural scene and artistic desires of mountain view and surrounding communities.
[00:13:03] Unknown Speaker: Yeah, yeah, you'll be answering this question 1st this time. Um, If
[00:13:17] Member Lucas Ramirez: you're speaking, you are muted and we cannot hear you. Oh,
[00:13:20] Public Speaker: sorry about that. Can you? Broken. Sorry about that. Can you say that again?
[00:13:29] Member Lucas Ramirez: Certainly. So the question is, describe your vision of the cultural scene and artistic desires of mountain view and surrounding communities. Hmm. I
[00:13:48] Public Speaker: may need more time. Can you ask the other candidate to answer it first? That's
[00:13:54] Member Lucas Ramirez: fine, no problem. So Ruth will return to you. Um, Would you like the question again, or? Are you ready to respond? Um, so
[00:14:09] Ruth Norris: I've lived in the mid peninsula for many years and I've attended various music and theater and film events from San Jose to San Francisco, but, you know, that I think the peninsula is a, um, sophisticated audience and a diverse, Um, Audience that could benefit from a multitude of different sorts of venues. I understand that the, um, The performing arts center sponsored their film series recently that, uh, people thought was a big, I think it was canceled maybe last year, but it was previously a very successful event. I think, uh, I've been to the San Jose film series that was a lot of fun. I think it's any, I think, a wide range of various, um, arts is, uh, probably attractive to the community and would enrich the community that, um, and would be a draw point for people moving into the area, um, participating in the, events of the city. And I think it could draw not just from mountain view, but surrounding areas, if it were publicized successfully. Thank you very much. All right. We
[00:15:56] Member Lucas Ramirez: appreciate your answer. Now we'll return to you. Yeah, yeah, would you like, um, the question again, or are you ready to respond? Hi.
[00:16:07] Public Speaker: So, I don't feel like there's a lot of going on in the city or the around area. But, uh, since COVID is since the pandemic. So, um, I feel like I want to see, And
[00:16:29] Unknown Speaker: and more theater play in the future. Yes. And Especially, Farming art center, I want, um, Been
[00:16:47] Public Speaker: to, been to one of, uh, it was just last Friday, something. I feel like that was really fun and I wish we can have that more frequently. Yes, that's all. Great.
[00:17:02] Member Lucas Ramirez: Thank you very much. Committee member Hicks, any follow-up questions for either of the applicants?
[00:17:13] Member Alison Hicks: No, I don't have any follow-up questions. Very
[00:17:17] Member Lucas Ramirez: good. Well, thank you both for participating in the interview. We will now proceed to the next item, um, which is, uh, liberation of the committee. So you the committee will discuss recommendations for from the next committee. So the process is, um, we will make a recommendation on that will go to the full city council for approval, and I'm guessing that will probably be on the June 28th meeting. Um, so, um, it's just a recommendation we're making the full city council. Um, we'll view it on the consent calendar. Uh, committee member Hicks. Would you like to start? So
[00:18:06] Member Alison Hicks: I always have a hard time with these. I always want to pick everyone, to be honest with you. Um, I thought that uh, both uh, applicants had some strengths. Um, you know, Yao Yao has a background in music. and has, uh, a, um, a network of, uh, of, 100s of families eager to apparently, um, go, uh, go out and, um, and, uh, go to various performing arts events. Um, She also just went through the Chinese Leadership Academy. So, uh, she she's somewhat familiar with, um, Mountain View. On the other hand, um, roof. Uh, has, uh, seems somewhat articulate about the music and the music. The art scene in on the peninsula and Bay Area. Um, and she also, uh, articulate on doing outreach through the chamber. and other organizations. Um, and she talked about programming that would be inclusive and diverse. So, um, So I thought both applicants had some strengths. And I'm wondering what your thoughts are. Thank
[00:19:36] Member Lucas Ramirez: you. So similarly, I'm startling because I think we have 2 qualified and capable applicants. And what I think we should do is, um, point one to fill the vacancy and the other as an alternate, in the event, vacancy occurs down the road. I think it's important. Everyone in the, uh, Among the attendees will probably, um, have appreciation for this. This is one of the committees that recently we've struggled to, uh, even meet forum, um, and keep, um, complete, uh, or a full roster. Um, so, and that's not to say I want anyone to step down or anything, but, uh, we know that people get busy or things. So I think it's appropriate as an alternate. And I'm, Sorry.
[00:20:28] Member Alison Hicks: Yeah, I, I, uh, agree with uh, the way you're looking at this. And I want to say that people are also allowed and even encouraged to attend the committee, even if they are not, even if they're not a member, and that that's often a good way to get up to speed, you can certainly, um, speak, you can't vote, but you can speak as much as, um, as somebody's on the committee and get, uh, you know, um, influence what the committee does as an alternate or a member of the public. And then you're much more likely to become a full member in the future if you attend tomorrow. So did you have thoughts about full member and alternate? No,
[00:21:12] Member Lucas Ramirez: I'm thinking, so, my recommendation would be to a point, yeah, yeah, to fill a vagueness, vacancy, and Ruth to serve as the alternate, and the primary reason is because of yo-yo's participation in the Chinese language civic leadership academy, which I think provides the city an opportunity to, um, access to community that often has been challenging to, the city to engage. Um, I think that's that's a powerful. Um, it's not to say that, you know, There's that Ruth couldn't provide similar value as an ambassador through the chamber. I think both bring a lot to the table. Um, but I do see a lot of value in engaging in community that the city only recently has really been working too. to try and, you know, get involved civically and, um, committees and events. So
[00:22:16] Member Alison Hicks: if that's your motion, I would 2nd it.
[00:22:21] Member Lucas Ramirez: That
[00:22:21] Member Lucas Ramirez: sounds good. So I'll make it a formal motion then. So the motion would be to recommend, yo, yo, as the, uh, can't, the, uh, acquaintee for the vacancy and to appoint Ruth as the alternate. Um, city clerk, do you need anything else from us?
[00:22:41] Unknown Speaker: I have a clarification question. Do you want to point Ruth as an alternate through the end of the year? There's a vac, if a vacancy should occur or through what time period? Um,
[00:22:53] Member Lucas Ramirez: that's a good question. Can we do it in depth? Can we
[00:22:57] Member Alison Hicks: do it for a year period?
[00:23:00] Unknown Speaker: We are going to be having some vacancies. So we'll be recruiting in September for the, um, New terms starting in January. And
[00:23:09] Member Alison Hicks: are you expecting vacancies in this particular committee? Um,
[00:23:14] Unknown Speaker: it's hard to tell. I see.
[00:23:18] Member Alison Hicks: If it's possible, I would just point for a year just to, oh, you're saying that you would like to reopen it at that point. Do them all at the same time.
[00:23:29] Unknown Speaker: Let's see, we are gonna have one member who's gonna be turning out, um, at the end of the share, and the, oh, in fact, there'll be 3 people, that'll be turning out. Oh, wow. But the other two, they can reapply. These are the, Appointees that are disappointed last month.
[00:23:49] Member Lucas Ramirez: So just to clarify, there is one member who is not eligible for reappointment. That's correct. Okay, so I think that's a good solution then. To serve as an alternate, and if there's a vacancy prior to the end of the year, then fill, filling that vacancy. But certainly in the next year, once a seat becomes, then, um, Ruth would become a full member. Okay, thank you. Are you amenable to that committee member, Hicks? Yes. Okay, cool. So we do get to appoint both.
[00:24:27] Unknown Speaker: Okay, so if I can just make sure I understand if you want Ruth to slot into one of the vacancies that'll come up in December. automatically or do you want her to be re-interviewed?
[00:24:42] Member Lucas Ramirez: Since that number is not eligible for reappointment. Um, I don't feel a compelling need to re-interview. Yeah. So
[00:24:52] Member Alison Hicks: we're sure the person not eligible to reapply.
[00:24:55] Unknown Speaker: That's correct. Okay.
[00:24:58] Member Alison Hicks: Yeah, and I agree. That
[00:25:01] Unknown Speaker: member has served since, um, January 1st, 2015. Okay. I will be doing a full recruitment this September. So anyone who has um, gonna be expiring, they will have to apply. So should we have everyone apply at that time? Well, for
[00:25:23] Member Lucas Ramirez: the members who are eligible for reappointment, I think they will have to reapply. Right. For
[00:25:30] Unknown Speaker: any member that might be appointed, um, if a vacancy should occur before the end of the year. That has been done in the past. Yeah,
[00:25:41] Unknown Speaker: if I, if I may, um, I think that the best solution here would be to uh, point Ruth as an alternate if a vacancy should occur before the end of the year. And then we can make sure to include her in the information that we're gonna bring back to the committee, again, towards the end of the year, and you can make that, um, actual appointment for the genuine, the term starting in January at that time.
[00:26:19] Member Lucas Ramirez: Is that is that because? Um. The vacancy that's created has to do with the expiration of a term and not, um, somebody leaving in the middle of a term.
[00:26:33] Unknown Speaker: Yeah, and we have a obligation via the code to post that notice of vacancy for a certain amount of time and you can't actually pre-appoint people. So I, I would, I would recommend, um, you know, kind of, We can make a note that you've already interviewed her and that she's serving as an alternate, a vacancy occur before the end of the year. Um, but I would recommend following the process through. Um, and and actually appointing her during the time that you'll consider other candidates. Okay,
[00:27:09] Member Lucas Ramirez: that's so funny. I appreciate the clarification. Any other questions or comments?
[00:27:17] Member Alison Hicks: Nope.
[00:27:19] Member Lucas Ramirez: Okay. and does staff need any additional clarity? Okay, so then let's put it into the roll call vote.
[00:27:28] Unknown Speaker: Okay, committee member Hicks.
[00:27:31] Member Alison Hicks: Yes.
[00:27:32] Unknown Speaker: Sure, Ramirez?
[00:27:33] Member Lucas Ramirez: Yes.
[00:27:35] Unknown Speaker: Motion passes.
[00:27:37] Member Lucas Ramirez: Thank you very much. And if you wouldn't mind, um, I know one of the, um, Sometimes I think we've heard from, And I know they're in attendance, but it might be good just to give a formal, you know, email or some kind of heads up about when the appointment will go before the council and sort of clarification of what the recommendation was to do about applicants. Thank you. Item 8, committee staff, comments, questions, and reports. Are there any? I do not have any.
[00:28:16] Member Alison Hicks: Neither do I.
[00:28:17] Member Lucas Ramirez: Staff, do you have anything?
[00:28:19] Unknown Speaker: No.
[00:28:20] Member Lucas Ramirez: All right. Then we'll move to item 9 adjournment. The meeting is adjourned at 8 at 5.30 p.m. Thank you very much. Thank you.
