3.1 Pride Month Proclamation

[00:01:31] Mayor Emily Ann Ramos: We will now move to agenda item 3.1, our Pride Month Proclamation. June is Pride Month, and the City is proud to celebrate the LGBTQ+ community and recognize the valuable contributions they bring to our vibrant city.

2. CLOSED SESSION REPORT

[00:01:33] City Attorney Jennifer Logue: Thank you, Mayor Ramos. The City Council met in closed session earlier this evening regarding the items listed on the agenda. There is no reportable action at this time.

[00:01:49] Mayor Emily Ann Ramos: Thank you very much. Since there is no reportable action, we will move forward to our next item.

3.1 Pride Month Proclamation

[00:02:16] Mayor Emily Ann Ramos: Therefore, I, Mayor Emily Ann Ramos, on behalf of the City Council, do hereby proclaim the month of June as LGBTQ+ Pride Month in our city, and urge all residents to respect and honor our diverse community. I would like to invite up the representatives from our local LGBTQ+ center to accept this proclamation.

[00:03:36] Public Speaker: Thank you, Mayor Ramos and City Council. We are honored to accept this proclamation today. Visibility, recognition, and support from our city leadership mean the absolute world to the LGBTQ+ youth and families that we serve every single day.

3.2 Juneteenth Proclamation

[00:05:37] Mayor Emily Ann Ramos: Moving on to item 3.2, our Juneteenth Proclamation. I would like to invite Vice Mayor Clark to read the proclamation recognizing Juneteenth in our city.

[00:05:52] Vice Mayor Chris Clark: Thank you, Mayor. It is an honor to read this proclamation today. Whereas, Juneteenth, also known as Freedom Day, Jubilee Day, and Liberation Day, is the oldest nationally celebrated commemoration of the ending of slavery in the United States.

[00:06:17] Vice Mayor Chris Clark: Whereas, on June 19th, 1865, Major General Gordon Granger arrived in Galveston, Texas, and announced the end of the Civil War and the end of slavery, two and a half years after President Lincoln's Emancipation Proclamation.

[00:06:47] Vice Mayor Chris Clark: Whereas, the City of Mountain View embraces the diversity of our community and recognizes the historical significance of Juneteenth as a time for reflection, education, and celebration of African American culture and achievements.

[00:07:17] Vice Mayor Chris Clark: Now, therefore, I, Emily Ann Ramos, Mayor of the City of Mountain View, on behalf of the City Council, do hereby proclaim June 19th, 2024, as Juneteenth in the City of Mountain View and urge all residents to become more aware of the significance of this celebration in African American history and in the heritage of our nation.

[00:15:15] City Clerk Heather Glaser: Thank you, Mayor. Item 4.1 is the approval of the meeting minutes from the regular city council meeting of October 12th. Item 4.2 is the adoption of a resolution authorizing the City Manager to execute a professional services agreement for the downtown parking study.

[00:15:45] Mayor Emily Ann Ramos: Thank you. Councilmember Ramirez, I believe you pulled item 4.1. You have the floor.

[00:16:00] Councilmember Lucas Ramirez: Yes, thank you, Mayor Ramos. I pulled item 4.1 just to make a minor correction on page three of the minutes. It states that I voted no on the environmental impact report, but my vote was actually an abstention due to a potential conflict of interest.

[00:16:30] City Clerk Heather Glaser: We will make that correction immediately, Councilmember Ramirez. Apologies for the oversight.

[00:16:45] Councilmember Lucas Ramirez: Thank you, that is all I had for 4.1. I move to approve item 4.1 with that amendment.

[00:17:40] Councilmember John McAlister: Thank you, Mayor. I pulled item 4.2 because I had a question for the City Manager regarding the scope of the downtown parking study. Will this study also look into the feasibility of adding more EV charging stations in the municipal lots?

[00:18:10] City Manager Kimbra McCarthy: Thank you for the question, Councilmember McAlister. Yes, the scope of work includes an assessment of our current EV infrastructure and recommendations for expanding charging capacity in both the surface lots and the parking structures.

[00:18:40] Councilmember John McAlister: Excellent. That was my only question. It is a critical issue for our downtown businesses and residents. I move to approve item 4.2.

[00:21:06] City Clerk Heather Glaser: Yes, Mayor. We have three speakers under oral communications. Our first speaker is Jane Doe, followed by John Smith.

[00:21:21] Mayor Emily Ann Ramos: Thank you. Jane, you have three minutes. Please go ahead when you are ready.

[00:21:31] Public Speaker Jane Doe: Good evening Mayor and City Council. My name is Jane Doe and I am a resident of District 2. I am here tonight to talk about the recent increase in traffic along Main Street. Over the past few months, we have seen a significant rise in the number of vehicles speeding through our residential neighborhoods.

[00:21:56] Public Speaker Jane Doe: This poses a serious safety risk to our children who play outside and pedestrians trying to cross the street. I have submitted a petition signed by fifty of my neighbors requesting that the city conduct a traffic study and consider installing speed bumps or a stop sign at the intersection of Main and Oak.

[00:22:26] Public Speaker Jane Doe: We really hope the council can direct staff to look into this issue before an accident happens. Thank you for your time and your service to our community.

[00:22:46] Mayor Emily Ann Ramos: Thank you for your comments. Madam City Clerk, who is our next speaker?

[00:22:56] City Clerk Heather Glaser: Our next speaker is John Smith, followed by Alex Johnson.

[00:23:06] Public Speaker John Smith: Good evening members of the council. John Smith here. I want to briefly express my appreciation to the parks and recreation department for the wonderful summer concert series this year. The bands were excellent and it was a great way for the community to come together after a very long and difficult couple of years.

[00:23:36] Public Speaker John Smith: However, I do want to note that the trash cans at the park were overflowing by the end of the events. It would be highly appreciated if the city could arrange for additional waste bins or more frequent trash pickup during these large public gatherings.

[00:24:06] Public Speaker John Smith: That is all I have for tonight. Thank you very much.

[00:24:21] Mayor Emily Ann Ramos: Thank you, John. And our final speaker?

[00:24:31] City Clerk Heather Glaser: Our final speaker for this item is Alex Johnson.

[00:24:41] Public Speaker Alex Johnson: Hello City Council. I am speaking tonight regarding the proposed development on the west side of town. While I know it is not on tonight's agenda, the community has deep concerns about the environmental impact report that was published last week.

[00:25:11] Public Speaker Alex Johnson: The report severely underestimates the impact on local wildlife habitats, specifically the nesting grounds of the burrowing owls. Several local environmental groups are currently reviewing the document and we plan to submit formal written comments.

[00:25:41] Public Speaker Alex Johnson: We urge the city council to extend the public comment period by at least thirty days to allow for a thorough independent review of the developer's claims. Transparency is key here, and rushing this process will only harm our local ecosystem.

[00:26:11] Public Speaker Alex Johnson: Please consider this extension at your next meeting. Thank you.

[00:27:23] City Manager Kimbra McCarthy: Specifically, we are looking at enhanced benefits packages, flexible working schedules, and a more streamlined interview process to reduce the time-to-hire.

6.1 City of Mountain View Vacancies and Recruitment and Retention Efforts

[00:28:44] Mayor Emily Ann Ramos: Moving on to item 6.2, Fiscal Year 2026-27 Recommended Budget. I will turn it over to our City Manager, Kimbra McCarthy, for the staff presentation.

[00:28:56] City Manager Kimbra McCarthy: Thank you, Mayor Ramos and members of the City Council. Tonight we are presenting the recommended budget for the upcoming fiscal year. This budget reflects our continued commitment to essential city services while navigating a complex economic environment.

[00:29:19] City Manager Kimbra McCarthy: Our general fund revenues are projected to increase by a modest two percent, primarily driven by steady property tax growth. However, sales tax receipts have leveled off compared to previous years.

[00:29:42] City Manager Kimbra McCarthy: On the expenditure side, we are proposing a fully funded capital improvement program, which includes the much-needed repairs to the downtown community center and street resurfacing projects across three neighborhoods.
